Grant Funding for Local Governments

Solid Waste Grant Program

DHEC’s Office of Solid Waste Reduction and Recycling (Office) offers three grant programs to local governments:

  • Solid Waste Reduction and Recycling
  • Used Motor Oil
  • Waste Tire

The grants – which are available each fiscal year (FY) (July 1 to June 30) – are open to any local government in South Carolina that offers solid waste and recycling services and provides the appropriate Full-Cost Disclosure report to the Office.

The deadline for the FY19 (July 1, 2018 to June 30, 2019) grants closed April 6, 2018.

A description of each program is below.

Solid Waste Reduction and Recycling Grant Program

This grant is designed to support local government projects focused on general recycling and waste reduction such as building recycling centers or buying equipment. It is funded through a portion of the $2 fee on appliances and lead-acid batteries charged at the retail level. Applicants are encouraged to consider the RecycleMoreSC or the Don’t Waste Food SC campaign when appropriate.

  • Cycle: Annual
  • Eligible Applicants: Counties, cities, towns or regions within South Carolina that provide solid waste services.
  • Award Amounts: Competitive
  • Scope: Assistance is for projects that can demonstrate a positive impact on a local government's efforts to reach their waste reduction and recycling goals.

Used Motor Oil Grant Program

This grant may be used by local governments to set up or expand programs focused on the recycling of used motor oil, used motor oil filters and used oil/gasoline mixtures generated by do-it-yourself (DIY) oil changers. It is funded by a 2 cents fee per quart of motor oil that is collected at the wholesale level.

  • Eligible Applicants: Counties, cities, towns or regions within South Carolina that provide solid waste services.
  • Award Amounts: Competitive
  • Scope: Establishment, expansion and continued operation of used motor oil collection programs for DIY oil changers. This is to include equipment and programs related to the collection of used motor oil, oil filters, oil bottles and oil/gasoline mixtures.

Waste Tire Grant Program

This grant focuses on the costs associated with the collection and recycling of waste tires. It is funded through a portion of the $2 fee per tire at the retail level.

  • Cycle: Annual with mid-year applications accepted for stockpile remediation.
  • Eligible Applicants: Counties, cities, towns or regions within South Carolina that provide solid waste services.
  • Award Amounts: Competitive
  • Scope: Collection and recycling of waste tires as well as remediation of illegal waste tire dump sites.
