The South Carolina Health Plan

The South Carolina Health Plan outlines the need for medical facilities and services in the state. It is used as one of the criteria for reviewing projects under the Certificate of Need program.

The South Carolina Health Plan contains an inventory of facilities and services and utilization data for health care facilities.  It also projects the need for acute care hospitals, psychiatric beds, alcohol and drug abuse treatment facilities, residential care facilities for treatment of children and adolescents, nursing homes, home health agencies, Positron Emission Tomography (PET), rehabilitation beds, cardiac catheterization programs, open heart surgery services and radiation therapy equipment. 

Staff has begun drafting the 2010-2011 South Carolina Health Plan.  Because there are a number of issues that the State Health Planning Committee (SHPC) will be asked to address in the new Plan, staff has created a synopsis for the Committee members to review prior to receiving the proposed Draft.  Among these issues are potential changes to the hospital bed need methodology, a proposed new category of Pediatric Long Term Acute Care Hospitals, a change in the way need is calculated for NICU bassinets, a proposal allowing elective therapeutic cardiac catheterizations without open heart back up, and possible revisions to the Home Health Agency methodology.

The proposed Draft 2010-2011 South Carolina Health Plan will be submitted to the Committee members within the next two weeks.  A link will be added on this site to make this document accessible once it is completed.

The State Health Planning Committee will meet at 1:30 pm on Wednesday April 14, 2010 to review the proposed Draft Plan. The meeting will take place in the McNeely Conference Room, 1777 St. Julian Place, Columbia, SC 29204.  Please contact staff if you need directions.
