Mi Sou Hood Gray, Chief Information Officer

Mi Sou Hood Gray serves as the chief information officer at the S.C. Department of Health and Environmental Control. She provides strategic leadership and directs the planning, development, implementation, and modification of the agency's information technology related systems and applications. Gray leads the agency in implementing and maintaining enterprise information systems to support both distributed and centralized business operations and achieve more effective and cost-beneficial enterprise-wide IT operations for more than 3,400 employees in 100 locations across South Carolina.

She has 18 years of experience in information technology management. She spent 11 years in the U.S. Air Force as an information manager and cyberspace operations officer. She led multi-functional teams responsible for project management, network/server administration, security operations, web operations, multimedia/public affairs, and end-user support. She garnered numerous awards for her leadership and teamwork throughout her military career. She also served as an adjunct professor and ROTC instructor at the Georgia Institute of Technology, teaching an undergraduate course in leadership. In 2009, she was recognized as one of the top ROTC instructors in the nation.

After leaving the Air Force, Gray joined BlueCross BlueShield of South Carolina as a project leader, became a PMO manager and then managed a team responsible for designing infrastructure solutions for internally developed and hosted applications. She helped lead the Information Systems Division through the transformation to a cloud-based environment and championed the rollout of updated project management methodologies. She joined DHEC in 2016.

Gray earned a Bachelor's in Mathematics and Biology from the University of North Carolina at Greensboro. She also holds a Bachelor's in Information Systems with a concentration in networking and an MBA in Information Systems Management from Strayer University. Gray is a certified Project Management Professional. She has been active with the Midlands Chapter of the Project Management Institute for several years, having held leadership roles to include chief information officer and Deputy CEO and is now serving as the president/CEO. Gray also volunteers with the Children's Ministry at Alice Drive Baptist Church in Sumter, South Carolina, where she resides.
