Luck Stone Corporation has requested environmental permits from DHEC to mine granite at a site located in the vicinity of the intersection of S.C. Highway 34 and Simpson Circle in Fairfield County, approximately 3.5 miles west of Ridgeway, South Carolina (TMS #166-00-00-028-000, 166-00-00-018-000, and 166-00-00-030-000). A proposed reclamation plan to restore the site to lake/pond, grassland, and commercial has been submitted with the application.
DHEC’s Bureau of Land and Waste Management (BLWM) received the Mine Operating Permit Application on March 16, 2021. A Notice of Intent to Mine and a public comment period for the proposed Fairfield I-77 Quarry was advertised in the Voice of Fairfield County newspaper on April 15, 2021, and again on April 22, 2021. The notice was also mailed to adjacent landowners, government and regulatory agencies, and other interested parties.

What to Expect After the Public Meeting/Hearing
Once the public comment period closes, DHEC will review all written and oral comments and determine if any modifications need to be made to the mine operating permit application. DHEC’s final decision to either approve or deny the technical application and a summary response to all written and oral comments will be made available to everyone on DHEC’s mailing list for the proposed Fairfield I-77 Quarry. An air quality construction permit is an air permit required for any person who plans to construct, alter, or add to a source of air pollution, including the installation of any air pollution control device. The construction permit must be issued before any construction-related activities occur at the site. The construction permit allows for installation, modification, and start of operation of equipment.
On April 8, 2021, SC DHEC's Bureau of Air Quality (BAQ) received an application for an air quality construction permit for the proposed Luck Stone – Fairfield I-77 Development project. BAQ has completed its technical review of the application. The technical review includes reviewing emissions calculations, performing a regulatory review, conducting an ambient air quality analysis and verifying that the proposed project can meet all applicable air quality regulations if constructed and operated as requested in the air permit application.
Once the technical review was completed, a draft air permit containing all applicable emission limitations and requirements has been placed on public notice. The public comment period began on July 1, 2021 and will end on August 20, 2021. The application and additional information used in BAQ’s permitting process are below:

DHEC issues National Pollutant Discharge Elimination System (NPDES) permits to minimize environmental impacts from stormwater runoff and other water discharges that may occur during construction and operation of a facility.
In conjunction with the application for the individual mining permit under review in the Mining and Reclamation Section, the applicant is also required to obtain coverage under the NPDES General Permit SCG730000 for the Fairfield Quarry. This permit coverage addresses the water quality issues for both stormwater and wastewater that would be discharged through the outfalls from this quarry.
