Martin Marietta - Orangeburg Quarry

Martin Marietta Materials, Inc. has requested to modify its mine operating permit for the Orangeburg Quarry to expand the permit boundary by approximately 998.7 acres. The quarry is located at 950 County Line Road, Cross, S.C., approximately 6 miles southeast of Eutawville, SC (a portion of TMS #0370-00-00-001.000).  A proposed reclamation plan to restore the site to lake/pond and grassland has been submitted with the application. 


DHEC’s Bureau of Land and Waste Management (BLWM) received the Mine Operating Permit Application on April 3, 2018. A Notice of Intent to Mine and a public comment period for the proposed modification was advertised by DHEC in the Times and Democrat newspaper on September 25, 2018, and again on October 2, 2018. The notice was also mailed to adjacent landowners, required government and regulatory agencies, and other interested parties.

Written comments on the mine operating permit application will be accepted through September 24, 2021, and should be submitted by email or US Mail to:

A final decision on the mine operating permit application will not be made until after review and consideration of all written comments received through September 24, 2021

What to Expect After the Public Hearing 

Once the public comment period closes, DHEC will review all comments received and determine if any modifications need to be made to the permit application. Additional information will be requested from the applicant, if necessary. DHEC’s final decision to either approve or deny the mine permit modification and a summary response to all comments received will be made available on this webpage and provided to everyone on DHEC’s mailing list.
