On May 13, 2024, DHEC made available three draft construction permits and supporting information for the New Indy Catawba integrated pulp and paper mill. Interested parties may review the draft permits, draft statements of basis, modeling summaries, and permit applications at DHEC's Columbia Office, or on the website: 

• for the foul condensate stripper system construction permit (CP-50000061), 
• the federally enforceable permit incorporating the EPA enforcement requirements (CP-50000051), and
• ash handling construction permit (CP-50000175).  

Comments on the draft permits may be submitted before the end of the public notice period, June 20, 2024. 

DHEC will hold a public hearing on Thursday, June 13, 2024, at 6 p.m. to accept written and verbal comments on the proposed projects. The hearing will be held at York Technical College, Baxter Hood Center (375 Anderson Road South, Rock Hill). Doors will open at 5:30 p.m. to facilitate the sign-in process. 

The public hearing is formal and provides an opportunity to make oral comments that will be heard by DHEC staff and recorded by a court reporter. There will be no question and answer period during the public hearing.
