In December 2018, January 2019, and March 2019, Enviva conducted a series of stack tests to verify emissions factors used in the permitting process and determine compliance with emission limits outlined in a construction permit that was issued on October 2, 2018. DHEC staff were present to observe the testing. The testing showed compliance with the specified air permit emission limits and verified emissions factors as applicable. The testing was also used to establish monitoring ranges of various sensors and monitoring devices.
In 2019, DHEC conducted several inspections at the site. On January 15, 2020, DHEC issued the company a Notice of Alleged Violation (NOAV) and Notice of Enforcement Conference (NOEC) to Enviva inviting them to attend an enforcement conference to discuss the alleged violations of the air permit and regulations that occurred during DHEC inspections that occurred on May 8, 2019, September 23, 2019, and December 4, 2019. An enforcement conference was held with Enviva on February 20, 2020. As a result of the enforcement process, on July 16, 2020, Enviva signed Consent Order 0-003-A with the Department. The Consent Order was based upon findings of the Department during the inspections of the facility which identified permit requirement violations and opacity violations detailed in the order. The Order required Enviva Pellets Greenwood, LLC to, correct opacity and permit requirement deficiencies and pay a civil penalty in the amount of thirteen thousand dollars ($13,000.00).
