The Department of Health and Environmental Control's Procurement Services Division is located at 301 Gervais St., Columbia, S.C. 29201-3073. Solicitations and Awards

DHEC uses the South Carolina Enterprise Information System (SCEIS) for its purchasing activities, including solicitations and awards. Purchasing Card Transactions

The SC Comptroller General's Office provides detailed charge card usage reports for all participating state agencies. The Purchasing Card program includes limited-use charge cards issued under a contract between state government and Bank of America. DHEC intends to increase funding on its existing contract with Luminex Corporation for the purchase of Cystic Fibrosis (Newborn Screening) DNA assay kits. The newborn screening program mandated by Section 44-37-30 of the South Carolina Code of Law, requires the testing of all newborns born in South Carolina for specific metabolic disorders. This increase is needed for the increased volume of testing required by DHEC Public Health Laboratory. The total dollar amount of the increase is $400,000 for the duration of the contract expiring August 9, 2021.

DHEC is seeking qualified vendors to support and assist with coordination, facilitation, management, and oversight of various services and projects for DHEC’s Division of Oral Health, so as to improve oral health outcomes.
 
The total estimated dollar amount of the purchase is $418,720.00. The contract is for one year with four (4) one-year renewal options for a possible maximum term of five (5) years.

DHEC is seeking to establish an emergency contract or contracts with one or more qualified vendors that can provide saliva-based COVID testing services.

The South Carolina Department of Health & Environmental Control (DHEC) is seeking qualified vendors to provide Tandem mass spectrometer systems, along with all ancillary equipment required for testing and service contracts; and NeoBase reagent kits, Succinylacetone solutions, and Assay Solutions. This analysis uses Specimen Gate lab software that needs to be compatible with the current LIMS. The total estimated dollar amount of the purchase is $3,387,120.00. The contract is for one year with four (4) one-year renewal options for a possible maximum term of five (5) years.
