John Manzi is proposing to make modifications to an existing private recreational dock located on and adjacent to a tributary of the Folly River at 267 Little Oak Drive, James Island, Charleston County. The modifications will consist of the addition of a 4’ x 132.5’ walkway with handrails and new 10’x 16’ pierhead with handrails channelward of the existing pierhead. The existing pierhead will be removed. In addition, a single pile 6’ x 8’ boatlift is proposed to be installed on the ebbside of the new pierhead.
After careful consideration of all comments and information received from concerned citizens, local and resource agencies, DHEC has determined that the dock structure, applied for by John Manzi, can comply with the Coastal Zone Management Act, the Department’s Critical Area Regulations and Coastal Zone Consistency certification review process. Having made this determination, DHEC’s Office of Ocean and Coastal Resource Management has issued the Critical Area Permit HNT-VRDP-1F54V. Virtual Public Hearing
DHEC held a virtual public hearing to receive comments on the proposed John Manzi Critical Area Permit on September 15, 2020 at 6:00 pm. During the public hearing, DHEC staff provided a brief summary of the proposed action and accept verbal and written comments to be considered prior to making a final decision.

Written comments were accepted September 1-29, 2020. All comments that were received by the end of the notice period will be considered when making a decision to approve, disapprove, or modify the permit. This decision will be based upon consideration of applicable regulations, the permit application, comments made at the public hearing and all other written comments received within the required time frame, and any other pertinent information. A transcript of the formal hearing will also be reviewed before a permit decision is made.
