The State Revolving Fund (SRF) program provides financial assistance through low-interest loans and principal forgiveness funding for the planning, design, and construction of Clean Water and Drinking Water infrastructure projects. The Clean Water SRF finances all types of sewer facilities including treatment plants, collection systems, and stormwater improvements for environmental and growth needs. The Drinking Water SRF finances water supply and distribution facilities needed to achieve or maintain compliance with drinking water regulations. The program is run by the SC Department of Health and Environmental Control (DHEC) and the SC Rural Infrastructure Authority (RIA).
