Horry County Class 3 Landfill Public Hearing
DHEC’s Bureau of Land and Waste Management (BLWM) will hold a public hearing on Tuesday, May 9, 2023, at 6:30 pm, to accept comments on the proposed expansion of the Horry County Class 3 Landfill. This event is being held in-person at the Horry County Government Building (Conference Rooms B, C, and E) located at 1301 2nd Avenue in Conway. Overview
The Horry County Solid Waste Authority (HCSWA) operates a solid waste management facility at 1886 Highway 90 in Conway, SC. The HCSWA site includes a Class 2 Landfill, a Class 3 Landfill, a composting facility, and a Class 2 Processing Facility. The City of Conway began using the site as a landfill around 1968. Horry County then became the operator around 1972. The HCSWA has operated the site since 1990.
HCSWA has submitted a technical application to DHEC to expand its Class 3 Landfill by 62.8 acres. The proposed expansion includes 42.8 acres of new lined area not previously permitted. In South Carolina, each county is required to provide twenty (20) years of disposal capacity through its solid waste management plan. Horry County’s plan includes expanding the Class 3 Landfill as a means of providing the 20 years of disposal capacity. An expansion of the Class 2 Landfill was granted by DHEC in 2020.
