Bureau of Air Quality

On December 11, 2014, AVX submitted an application to DHEC’s Bureau of Air Quality (BAQ) for a conditional major operating permit to replace its existing Title V operating permit due to significant changes in facility operations. These changes included a decline in production levels and the facility’s reclassification as an area source for hazardous air pollutant (HAP) emissions after the removal of ethylene glycol monobutyl ether (EGBE) from the list of federal HAPs. The facility also requested a federally-enforceable limit on its volatile organic compound (VOC) emissions to less than major source thresholds. There was no new construction associated with the application. 

On August 18, 2015, the BAQ issued Conditional Major Operating Permit Number CM-1340-0002, replacing the facility’s Title V Operating Permit previously issued on April 17, 2013. The conditional major operating permit was subsequently updated on February 7, 2019.
