The Horry County Solid Waste Authority (HCSWA) operates a solid waste management facility at 1886 Highway 90 in Conway, SC. The HCSWA site includes a Class 2 Landfill, a Class 3 Landfill, a composting facility, and a Class 2 Processing facility. The City of Conway began using this site as a landfill around 1968. Horry County then became the operator around 1972. Since 1990, the HCSWA has operated the facility.
The HCSWA is seeking to expand its Class 2 Landfill and has submitted a technical application to the South Carolina Department of Health and Environmental Control (DHEC). Counties are required to provide twenty (20) years of disposal capacity through their solid waste management plan. Horry County’s plan includes expanding their existing Class 2 Landfill, which currently has less than two (2) years of remaining capacity, as a means of providing the 20 years of disposal capacity. The review of the technical application is the second, and final, phase of DHEC’s permitting process.
